Can you become a flight instructor with out obtaining an IFR rating?

Hi,

No, you do not need to have your Instrument Rating in order to be a CFI. According to the regulations, you must have these things to be eligible for your CFI Rating:
1. Be at least 18 years of age
2. Hold a Commercial Pilot Certificate or ATP Certificate
3. Must hold a valid FAA 3rd Class Medical Certificate
4. Be able to read, speak, write, and understand the English language
5. Pass FAA Knowledge Test, Practical Test, and Oral Exam
