If you mean can a a fighter pilot fly a commercial passenger airplane, the answer is a bit complicated. Most major airlines require that you hold an ATP certificate (you most definitely need a commercial rating. You also must have a type rating for the particular aircraft you will be flying. It is my understanding that military flight experience has to be converted to the civilian certificates/ratings and there is a process for that as well.
